To prepare for terrorism, our first responders require the best in training, modern equipment and coordination. The NCAD system manages collection and analysis of first responder capabilities and needs - bomb, canine and SWAT - at the Department of Homeland Security.

Using NCAD's field tool, this data is collected at the first responders' site by analysts who are knowledgeable in the field. Data is transmitted to a central data system and provided to users by the NCAD web analysis system. The information is put to practical use in several ways.

Security analysts determine general trends in equipment and training needs.

A professionally-formatted, DHS-backed document is provided to the first responder agency for their use in proposing and justifying requests for equipment and training improvements.

In the event of an attack, the capability information can be used to respond.


SAT - Site Assessment Tool

Many facilities, plants and private business sites are potential targets for terrorism. To improve safety and coordination against such possible attacks, the Department of Homeland Security analyzes a location's vulnerabilities by placing themselves in the role of a terrorist and walking through the site.

The information that is collected is then:

  • Provided to the facility so that they may better prepare for a possible event.
  • Analyzed by security experts to determine common challenges across business and government sectors.
  • Analyzed to provide threat and risk assessments
  • Placed in a data system for rapid use in case of an attack.

The Site Assessment Tool coordinates this effort, providing a field data collection tool, a sophisticated team-coordination system, and state of the art diagramming capabilities using ATTAC.


FBI - Evidence Collection and Management (ECM) System

Coordinated and effective evidence collection at the scene of a crime or attack is vital to the Federal Bureau of Investigations. The ECM system provides the field capabilities to coordinate a search team, and conduct the search so that evidence is handled in the highest standards required by the FBI.

The ECM is being built by PAE for the Evidence Response Teams of the FBI. Using handheld and other mobile systems which are controlled by a user-friendly and secure coordination application, ECM allows a team working across a potentially large scene to coordinate its efforts as if they were in the same room. Once collected, the data is then provided to the FBI's central data repositories.

ECM includes ATTAC, PAE's powerful diagramming tool, and is capable of both GPS and field bar-coding extensions.


Traffic Lab

The management of state traffic data is becoming an immensely data-intensive task, as more and more details are collected for each vehicle passing over the many counters in a state. So much data is gathered that the necessary information desired can often be lost in the mountain of details.

Traffic lab is designed to effectively process that data, and provide useful information without allowing the "data mountain" to get in the way. Through stepped data flow processes, the data is carefully refined through user-controlled queries.
